MINISTRY: Education, Youth, Culture, Social and Library Services
Reporting to the Dean or Registrar, the Assessment Monitoring Officer is responsible for managing the administrative functions of all assessments for certification. The job holder will ensure quality delivery of services, accuracy, confidentiality and quality of data and the integrity of the Assessment and Certification processes, thereby assisting in providing a pool of certified and competent workers at a world-class standard.
KEY FUNCTIONS AND DUTIES
a. Administrative Duties
a. Coordinates the preparation, implementation and maintenance of operational systems, procedures and standards to guide the assessment functions of the institution.
b. Participates in the preparation of the annual budget, with specific reference to the local budget to support the achievement of the institution’s strategic objectives.
c. Prepares the Operational Plan for staff within the span of control to support the achievement of the institution’s strategic objectives.
d. Prepares reports.
e. Ensures safety, security and proper use of physical resources within a span of control.
b. Human Resource Management
a. Provides leadership and guidance to staff through effective planning, delegating, communication, training, mentoring and coaching.
b. Ensures that staff is aware of and conforms to the rules and regulations of the organisation
c. Assessment and Records Management
a. Accepts and process applications for assessment.
b. Schedules assessments.
c. Coordinates external assessments in accordance with TCI TVET Institute standards, policies and procedures.
d. Coordinates the periodic review of test items and grades to maintain relevance and integrity of the assessment process,
e. Conducts external moderation exercises,
f. Prepares and signs transcripts,
g. Provides information on completion, certification and graduation to the Senior Examinations Officer and Registrar,
h. Validates all units entered on the National Qualification Registrar (NQR) on a timely basis,
i. Organizes and monitors activities and documentation in preparation for Accreditation Evaluation,
j. Ensures all recommendation made by related audits are implemented within minimum standard time,
k. Ensures that all corrective actions taken are maintained to guard the quality, confidentiality and integrity of the operational and functional duties of the office,
l. Ensures the quality, accuracy, safety, security and confidentiality of all client/trainee records,
m. Screen applicants for the assessment only path,
n. Orientates new Learners/ Walkin Clients regarding assessment and certification,
o. Corresponds appropriately with applicant/ firms/organisation,
p. Prepares and submits Campus Master Assessment Plan/Schedule to Manager and Senior Examinations Officer,
q. Vets all assessment documents submitted by assessors,
r. Prints and issue Unofficial Statements of Competence,
s. Provides feedback to none competent clients/trainees and communicate with Head of Section to arrange interventions.
t. Develops schedules for internal verification,
u. Prepares Verification Sampling Plan,
v. Conducts internal verification sampling to ensure quality and compliance with policies of TCI TVET Institute,
w. Secures verification samples and reports for validation by External Verifier,
x. Report findings of the audit.
a. Adhere to all Public Service codes, rules and regulations
b. Perform other related tasks as assigned.
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s Degree in Education or Technical Vocational Education and Training.
- Training in Supervisory Management
- At least two years’ experience at a TVET educational institution,
- Training in assessment and records management processes.
SALARY: Grade 8.1 $51,147.50 per annum plus allowances
