Job Description:

JOB SUMMARY:

The Vice President shall assist the President in the administration, affairs and business of the Labour Tribunal and in the absence of the President assume and discharge the statutory powers of the President in accordance with the Employment Ordinance Section 95.

KEY DUTIES AND RESPONSIBILITIES:

  • In the absence of the President, the Vice President preside over hearings and determine any labour dispute or complaint or other matter referred to it under the Employment Ordinance or any other Ordinance.
  • Chair hearings and issue directions to Tribunal Members and Assessors to sit (Section 95 of the Employment Ordinance) in the absence of the President.
  • Provide support to the President, by reviewing cases ensuring that cases are dealt with proportionate to the complexity of the issues and that cases are dealt with fairly and expeditiously.
  • Attend and Chair a weekly Case Management review conference and provide an update to the President on the status of the Caseload, making sure that Case Bundles are in order and all necessary documents are included for scheduled hearing.
  • Responsible for the day to day operations of the Labour Tribunal, issue directions/advice to Administrative staff and provide direction to staff for the smooth operations of the office to include assisting with the Budget.
  • Provide input and monitoring for on-going cases and ensure timely responses to assist with the efficient management of the caseload.
  • Act as Head of the Tribunal Secretariat, ensuring that the Tribunal Secretary and Tribunal Officers complies with Procedures and Rules (including fixing dates, time and places of hearing, Notice of Appearance etc.).
  • Monitor compliance with the Labour Tribunal Procedures and Rules (including fixing dates, time and places of hearings, ensuring that all procedures are duly recorded and secured.
  • Liaise directly with the Department of Employment Services Labour Inspectors, ensuring that all required documents are received in a timely manner.
  • Liaise with public and private sector stakeholders on employment law issues, rights of Employee/Employers.
  • Promote and engage the public through a sustained Community and Education Outreach program, engaging and educating the public through radio and other media outlets.
  • On-Going evaluation and continued assessments of the needs and services delivered by the Labour Tribunal and support corrective steps for improvement.
  • Adhere to the provisions of the Employment Ordinance and the Code of Conduct for Persons in Public Life.
  • OTHER duties may be added to include:
    • Drafting of policies and procedures.
    • Assist with and provide advice for law revision and law reform.
    • Assist with staff development through in-house training and perform staff Appraisals for Labour Secretariat.

QUALIFICATIONS AND EXPERIENCE:

Qualifications:

Must be qualified and eligible to practice in a Commonwealth Law Jurisdiction or the Republic of Ireland. Knowledgeable about or have had experience in Civil and Commercial litigation, particularly in the area of industrial relations and employment disputes and complaints in the private or public sector would be an advantage. Experience in managing complex organizations, administration and supervisory experience is a plus.

 Experience:

The Holder of the post must have at least five (5) years’ experience in the legal profession and in particular in the field of employment law, industrial relations, dispute resolution, mediation and litigation. Must demonstrate supervision and managerial experience, having worked in an administrative role, private or public sector.

REMUNERATION PACKAGE:

SALARY – Grade 8.1 - $51,147.50 per annum plus allowances
