Job Description:


This is a management position with nationwide responsibility to oversee scientific/research monitoring and development activities of the Department. The job holder will provide science-based recommendations on various issues affecting environmental integrity in TCI The post-holder will contribute to the preparation and implementation of the DEMA’s Business Plan particularly in the areas of research and development. The post holder will work closely with the Director and Deputy Director in order to achieve the goals of the Department. His duties and responsibilities will include research project management, environmental risk assessment and management, and policy research/analysis in relation to environmental sustainability.


  1. Work closely with the Director of DEMA and Department of Planning in matters related to developments.
  2. Develop environmental research agenda for DEMA in collaboration with the Scientific Officers.
  3. Assist in the preparation of Terms of Reference (TOR) for environmental works such as Environmental Impact Assessment (EIAs).
  4. Contribute to the development and/or updating of TCI Environmental Monitoring Protocols/Environmental standards and codes of practice.
  5. Review Environmental Impact Assessment (EIA) prepared by independent groups and prepares recommendations to protect the interest of the environment.
  6. Review research applications, local or foreign researcher, and provide comments, recommendations and oversee/monitor implementation.
  7. Work closely with Business Licensing Office by reviewing the environmental aspect of proposed business applications.
  8. Prepare position papers, policy briefs and other documents relevant to environmental sustainability in TCI.
  9. Develop, participate in and maintain professional networks related to project development and environmental sustainability.
  10. Oversee the implementation of approved projects
  11. Supervise regular environmental monitoring activities in following with the approved monitoring protocols
  12. Provide technical/scientific advice to TCI officials, if sought.
  13. Coordinate with foreign and local researchers to ensure efficient implementation of approved research plans.
  14. Supervise Environmental Officers.
  15. Perform other activities as directed by competent authorities.
  16. Represent the Department on technical committees, workshop and scientific meetings.
  17. Oversee the activities of the Scientific Officers and Environmental Officers.
  18. Network with all overseas scientific authorities for compliance
  19. Adhere to all Public Service codes, rules and regulations.
  20. Any other duties that may be assigned by the Director/Deputy Director.


  • A master's degree in environmental management, natural resource management or related courses.
  • Open-water certification, e.g. PADI is an advantage
  • Valid TCI driver’s license


  • The position requires a minimum of five (5) years of relevant research experience in terrestrial-coastal ecosystem and marine science, of which three (3) years are direct involvement in relevant research projects or activities. Proof of research experiences could be involvement in field/laboratory measurements/data gathering, data collation and analysis, preparation of technical reports; publication in scientific journals as main author or co-author); preparation of technical papers, technical presentations in Scientific/Academic meetings.
  • At least five (5) years of relevant work experience in project development, monitoring and review of environmental impact assessment.
  • Knowledge about the TCI environmental and planning laws and subsidiary regulations, including the TCI Development Manual.


SALARY – Grade 7 $41,205.00 per annum
