Job Description:

JOB SUMMARY:

This is a senior managerial position with national responsibility for shaping the land development, acquisition, disposal, and valuation policy of the TCI.  Job holder is responsible to improve quality and to ensure timely delivery of professional services related to property valuation. It supports the stamp duty regime by providing timely and objective assessment of the market transactions of all relevant real estate in the Turks and Caicos.

KEY DUTIES AND RESPONSIBILITIES:

  • Provides leadership through adherence to professional conduct and ethics, setting SMART objectives, working in teams and monitoring;
  • Direct involvement in the formulation of the department’s Business Plan, policies, and budget to support the Lands Division’s mandate;
  • Evaluates operational results against objectives and takes corrective action where necessary;
  • Monitor property transactions;
  • Maintain database of all property valuations and sales transactions in order to aid in assessment of property values;
  • Negotiate the purchase of property whether by private treaty or compulsorily on behalf of the government;
  • Prepare monthly reports;
  • Create and maintain a work environment that promotes team work , motivation and productivity;
  • Conduct performance reviews;
  • Ensures that relevant information is communicated to staff in a timely manner;
  • Ensures that training and development needs are identified and that steps are taken to address them;
  • Participate in the recruitment of staff for the Department;
  • Adhere to all Public Service codes, rules and regulations;
  • Perform other related tasks as assigned.

 

MINIMUM QUALIFICATIONS & EXPERIENCE:

Qualifications:

The position requires a bachelor's degree in Land Valuation or a related field and membership of professional bodies such as the Royal Institution of Chartered Surveyors (RICS).

Experience:

The position requires at least eight (8) years related job experience at a senior level and a minimum of (5) years in a managerial position to acquire the necessary expertise to respond effectively to the challenges of the functions.

The experience should span:

·   Estates management

·   Property valuation

·   Team leadership

·   Project management

·   Technical report writing

·   Computer applications

The most appropriate industry experience for the job holder comprises:

·   Building societies/Banks

·   Insurance companies

·   Local authorities

·   Estate management companies

SALARY:

  • Grade 9.5: $68,982.50 per annum plus allowances

For persons recruited from outside of the Turks and Islands, a two (2) year contract extendable on mutual agreement to two (2) years is offered.  Other benefits, in addition to the stated allowances include an end-of-contract gratuity of 10% of salary; return passage, for family of up to two children up to the age of eighteen (18) years as well as duty free concession on the shipment of personal effects imported within six (6) months of appointment.
