Job Description:


The Deputy Commissioner of Revenue will be responsible for the Administration of tax legislations and implementation of Government’s revenue policies to ensure accurate reporting and payment of taxes to the Turks and Caicos Islands Government (TCIG).


1. Assist the Commissioner of Revenue as follows:

1. Develop and implement a Strategic Plan for the Revenue Department that is result oriented and supports the realization of the                  Department’s and TCIG’s objectives; 

1. Develop and implement systems and operational procedures to ensure effective and efficient functioning of the Revenue Department;

1. Institute necessary mechanisms to improve voluntary compliance and maximize revenue collections;

1. Formulate and implement revenues policies, monitor impact and recommend corrective action where necessary;

1. Prepare annual revenue and expenditure budgets for Revenue Department, including the setting and monitoring of performance                indicators;

1. Prepare revenue models and projections;

1. Prepare Cabinet Papers


  1. Supervise the day-to-day operation and management of the Revenue Department;
  2. Supervise the processing of Business Licenses;
  3. Coordinate the activities of the various functions of the Department;
  4. Liaise closely with other revenue collecting and generating departments to ensure effective collection of taxes;
  5. Deputize in the absence of the Commissioner of Revenues;
  6. Prepare relevant reports on the performance of the Department’s functional areas as required.

Determine and manage financial and manpower resources by:

  1. Forecast the financial and manpower resources required to implement the Revenue Department’s Strategic Plan;
  2. Monitor expenditure of the financial and manpower resources and adjust as necessary.

Manage the Performance of Staff by:

  1. Ensure annual performance objectives based on the Revenue Department’s Strategic Plan are prepared for each staff at the beginning of the appraisal period;
  2. Ensure that annual employee performance appraisal reports are completed within the required time period;
  3. Ensure necessary resources such as training, equipment, accommodation, etc are available.

Implement legislative and operational changes:

  1. Determine trends in non-compliance and institute targeted action to increase compliance in those areas;
  2. Direct special investigations in areas of concern, make recommendations based on findings, if necessary and implement decisions as required in a timely manner;
  3. Recommend amendments to tax legislations to address existing loopholes and emerging situations;
  4. Recommend and implement organizational changes.

Liaises with other government agencies and the private sector:

  1. Liaise with Government Departments such as Customs, Lands, Immigration, etc to coordinate joints approaches to revenue collection;
  2. Coordinate joint compliance initiatives with other Government Departments as required;
  3. Advise taxpayers on procedures for objections and appeals;
  4. Build and maintain effective and constructive working relationships, partnerships, or networks of contacts with other government agencies and the private sector both locally, regionally and internationally;
  5. Represent the Revenue Department at various meetings and seminars.


  1. Supervision of staff;
  2. Ensure timely implementation of operational plans and policies; 
  3. Ensure strict adherence to tax legislations, the Public Finance Management and Public Service Legislations;
  4. Ensure adherence with SIGTAS and Smart Stream protocols;
  5. Any other duties as may be assigned from time to time.




§  Bachelor’s or Master’s Degree in Accounting, Auditing or Business Administration, or equivalent              qualification  


§  A minimum of five (5) years’ experience in the relevant field and in a managerial position

§  Experience should particularly include knowledge in tax application and legislation

SALARY: Grade 9.1 $61,934.60 per annum
