JOB SUMMARY:
Under the direction of the Community Preparedness Manager the Community Preparedness Officer is responsible for assisting in the administration of the Department’s Community Preparedness Programme; which involves developing training programs for community members, drafting community disaster plans, undertaking vulnerability capacity assessment in various communities, collating basic community profiles and socio-economic data on vulnerable communities, promoting public education and awareness programs in various communities etc.
KEY DUTIES AND RESPONSIBILITIES:
Contribute to the organization of meetings, workshops planned by the department
Assist the Community Preparedness Manager in developing and managing the Department of Disaster Management and Emergencies Community Preparedness Programme in Turks and Caicos Islands with direct responsibility.
Work closely with the Public Relations Officer to deliver public awareness/information/education campaigns
Guiding and facilitating community disaster committees including the formation of the new committees
Assist the Community Preparedness Manager in the development of community disaster plans
Collate basic community profiles and socio-economic data on vulnerable communities
Networking with the private sector, public sector, non-governmental organisations and voluntary groups on disaster preparedness and response activities
Maintain an inventory of emergency supplies available for emergency response
Serve as a liaison for the DDME on Shelter Management and Relief Distribution Committees for Providenciales, North and Middle Caicos
Assist the Community Preparedness Manager in ensuring that annual shelter inspections are carried out and that audit assessment are prepared by Public Works Department on the status of public shelters across the Turks and Caicos Islands and gaps are identified and documented
Develop and maintain National Shelter Database.
Assist the Community Preparedness Manager in organizing national, district and community-based simulation exercises.
Assist in formulating a Community Based Programme for the Turks and Caicos Islands
Assist in organizing meetings of the Welfare and Relief Sub-committee of the National Disaster Committee
Support the work done to ensure that systems are in place to educate the public and answer queries regarding Emergency Management
Prepare and submit monthly reports regarding the position and its functions
Arrange necessary training for community groups as necessary
Adhere to all Public Service rules and regulations
Facilitate the design, update and support the National Volunteer Programme and TCERT
Perform other related tasks as assigned.
QUALIFICATIONS:
At least a diploma in Disaster Management/Social Work/Education or Arts and General Studies from a recognised institution or equivalent.
EXPERIENCE:
The position requires a minimum of three (3) years relevant experience in a related field at a Disaster Management Agency and demonstrated experience in emergency management.
SALARY: $33,415 plus Allowances.
