JOB TITLE: DEPUTY DIRECTOR, DISASTER MANAGEMENT AND EMERGENCIES

JOB SUMMARY:

Under the general direction of the Director of Disaster Management, the Deputy Director will assist with the oversight of the County's Department of Disaster Management & Emergencies, planning, direction, coordination and improvement of functions and activities of all matters pertaining to disaster management to ensure appropriate, adequate and timely response to various emergency situations in accordance with the Disaster Management Act 2003.

KEY DUTIES AND RESPONSIBILITIES:

  • Assists the Director with the functioning of the National Emergency Operations Centre and, in particular, ensures an adequate flow of information between disaster sites and the Centre.
  • Manages the Emergency Operations Unit.
  • Assists in the preparation of the Department’s annual Budget, Work Programme and Annual Report.
  • Manages Department’s Budget and supervises the disbursement of funds.
  • Updates and maintains the Department’s Internal Disaster Management Plan and Strategic Framework.
  • Updates and maintains the sections of the National Disaster Management Plan that pertains to the Operations of the EOC and Emergency Communications Procedures.
  • Maintains close liaison with regional and international response agencies and identify areas where mutual aid agreements can be established for Emergency Operations and Response.
  • Delivers lectures on disaster operation measures at training courses conducted by the Public Information, Awareness & Education Training and Research Programme.
  • Manages and administers the DDME’s Community Preparedness and Supply Management. Programmes.
  • Oversees the DDME’s emergency warehouse, its supply and distribution mechanisms.
  • Works with Committees and communities to establish, guide and facilitate capacity building and response groups.
  • Works with communities, NGOs, volunteers and Government Departments in the sister Islands in the establishment of Evacuation Plans.
  • Supervises the development of the National Community Emergency Response Teams volunteers and supervise their training and activities annually.
  • Provides, in conjunction with the Public Information, Awareness & Education Programme, Community Preparedness materials to the public.
  • Works with the Welfare and Relief Distribution Sub-Committee to promote the development of adequate welfare and community preparedness measures, and agree on response measures to be instituted in times of disaster.
  • Serves as the DDME’s Ex-Officio member to the DDME Volunteers Group and identify and promote training for its members.
  • Supervises the Island’s Shelter Manager Programme – ensures that there is a cadre of trained shelter managers throughout the island.
  • Administers the TCI National Shelter Policy – to include working with other Public and Private Sector Departments and agencies to ensure the maintenance and retrofit of emergency shelters as required.
  • Visits Government, private and voluntary organizations to assess preparedness arrangements and, where necessary, make suggestions for improvements.
  • Serves as the Logistics Chief in accordance with the NDMP.
  • Other duties as assigned.

QUALIFICATIONS

  • Postgraduate qualifications in Disaster Management, Natural Resource Management or any related field.
  • A Bachelor’s degree in the field of Disaster/Emergency Management or related field.
  • Qualifications in the field of Management as well as proficiency in a second language would be an asset.

EXPERIENCE:

Five (5) years experience in broad emergency operations management and the ability to coordinate a wide range of activities.

SALARY: Grade 8 $49,900.00 plus Allowances

For persons recruited outside the Turks & Caicos Islands, a two year contract is offered. Other benefits in addition to basic salary include a Housing Allowance, End-of contract gratuity of 15%, return passages for a family of up to two children under the age of 16 years, freight cost and duty exemption on personal effects imported within six months of the appointment.
