JOB SUMMARY:

This position is responsible for the administration and management of the Department of Disaster Management and Emergencies’ policy and Plan Development program. The Plan Development and Policy specialist leads the DDME’s initiative to consistently review and revise existing policies/plans and routes proposed policy actions for approval in accordance with Cabinet. He/she will also ensure that the strategic objectives of the organization are fulfilled and that plans, SOPs and Policies are tested and adhered to.

KEY DUTIES AND RESPONSIBILITIES:

Plan Development/Updating

Responsible for:

  1. Updating of the National Disaster Plan for TCI in accordance with CDEMA and EMAP Standards
  2. Updating/drafting of the Sectoral Disaster Plans for TCI and in the development/updating of Agency plans.
  3. Developing/Updating detailed National Contingency Plans to counter the effects of likely disasters. These plans would outline the appropriate responsibilities for the various government agencies.
  4. Develop, review or assess where applicable contingency plans for private sector agencies as requested while formulating appropriate preparedness and response measures.
  5. Drafting/updating island-based disaster plans, while recommending amendments and modifications as is necessary.

Policy Development/Updating

Responsible for:

  1. Coordinating the development, revision, deletion, review, and approval of all DDME’s policy actions while serving in a technical writer capacity to provide quality control and standardized submissions, consistent with Regional and International System approved formats.
  2. The drafting of disaster related Policies.
  3. Promoting the development of adequate legal instruments to enable preventative and mitigation measures to be enforced;
  4. Monitoring the progress of legislation and policy and function as the liaison with the Attorney General’s Chambers.
  5. Conducts policy issue/best practice research and contributes to peer discussions through the National disaster advisory committee/subcommittees
  6. Ensures compliance with internal policies and external requirements, including lobbying laws and regulations.
  7. Designs and develops policy writing workshops and associated resources and guides, while also facilitating policy development workgroups and committees, to include regularly scheduling and leading the Policy Working Group (PWG) for policy review and strategic planning.
  8. Develops and delivers policy presentations and/or policy process training to various groups and departments.
  9. Maintains and administers the DDME’s policy library, and archives (both electronic and hardcopy). Creates and maintains on-line support and tracking tools of related information.
  10. Supporting the formulation of legislation in key areas such as tourism, environment, physical and urban planning, public works and construction to ensure there is harmonization and integration of Disaster Risk Management.
  11. Reviewing and assessing the effectiveness of standards and guidelines proposed by Government with linkages to Disaster Risk Management,

REQUIRED COMPETENCIES:

Plan Development and Policy Specialist will need to have:

  • Strong supervisory skills and be able to lead and guide a team of workers toward realizing the organization’s goals.
  • The manager should also be able to multitask and work without supervision.
  • good written and verbal communication skills, to absorb complex information and present it effectively and confidently to different audiences in a clear and accessible way
  • interpersonal skills, to work and build relationships with a wide range of people holding different views
  • effective research and analysis skills (including quantitative and qualitative), needed to build an evidence base from which you will work
  • a flexible and adaptable approach, in order to respond to shifting priorities and a rapidly evolving external environment

QUALIFICATIONS & EXPERIENCE:

Qualifications:

An undergraduate degree is required, but degree level and subject requirements will vary. A degree in one of the following areas is desired:

  • Arts, Science, Geography, Planning, Political science
  • Environmental policy /public administration and social policy
  • policy research or social research
  • A Master's degree in related field as above would be an asset.

Experience:

  • At least five years’ experience in a public policy role either by working in a government or regulatory role, or a public policy role in another professional body or in the private sector. Experience in developing a strategic approach to policy and influencing, driven by evidence based, influential policy positions and recommendations, including an excellent understanding of how external agents (eg government, media, public) shape public policy; Experience in representing an organization at a senior policy level, including at meetings with Government representatives. Experience of, and aptitude in, report writing for a range of potential audiences; Management of staff.

REMUNERATION PACKAGE

SALARY: Grade 7 $41,205.00 per annum + allowances
