Feedback on the Draft Policy Paper on The Establishment of a Multi-sector Public Utility Regulatory Agency (the Policy Paper) has been extensive and largely supportive. The feedback received and proposed changes in policy language are outlined in this Record of Consultation and proposed Policy Language (Consultation Record). Subject to any corrections received on the Consultation Record, it will be submitted to the Turks and Caicos Islands Government (TCIG) for their consideration. Accordingly, it should be clearly understood that the Proposed Language is subject to legal, constitutional, and policy review before receiving final approval by the Government.
It is noted that the Proposed New Policy Language addresses the comments and incorporates stakeholder recommendations in most cases, but on occasion, it provides a different solution to an issue. Therefore, This Consultation Record is intended to provide details on the comments and recommendations received, the outcomes, and the proposed new language, subject to Cabinet approval.
