The Energy and Utilities Commissioner (EUC) of the Turks and Caicos Islands has published the Independent Consultant’s Report on the Renewable Energy and Resource Planning Bill 2023 (RERP Bill). The Report represents a pivotal analysis and review of the proposed legislation, which aims to shape the energy future of the Turks and Caicos Islands by promoting renewable energy and reducing reliance on fossil fuels.
“The Independent Consultant’s Report provides an objective evaluation of the RERP Bill, identifying areas of consensus and divergence among stakeholders, and offering actionable recommendations to guide legislative and policy decisions,” said Commissioner Delano R. Arthur, “The Report fully considers and reflects the input gathered during extensive stakeholder consultations including public meetings, workshops and feedback sessions with key energy players and the public supplier, FortisTCI.”
In addition to the Independent Consultant’s findings, the EUC has submitted its proposed amendments to the RERP Bill. These amendments are informed by public feedback, stakeholder consultations and ongoing policy analysis. The EUC has also issued formal responses to the recommendations outlined in the Independent Consultant’s Report, reflecting its commitment to transparency and stakeholder engagement in the development of a sustainable and equitable energy framework for the Turks and Caicos Islands.
Key highlights of the Report and proposed amendments include:
- Recommendations for streamlining the licensing process for renewable energy systems.
- Proposals to ensure fairness and transparency in energy pricing and interconnection arrangements.
- Amendments addressing stakeholder concerns about grid access, energy costs, and equitable participation in the renewable energy sector.
- Enhanced regulatory measures to maintain grid integrity while promoting renewable energy adoption.
The EUC reaffirms that the proposed amendments and policy recommendations are subject to further review and must be approved by the Cabinet of the Turks and Caicos Islands before implementation.
The Independent Consultant’s Report and the EUC’s responses are available for public review on the Energy and Utility Department’s website www.gov.tc/eud. Stakeholders, including all members of the public, are encouraged to provide feedback before December 16, 2024, to ensure the final legislation reflects our collective vision for a sustainable energy future.
