Submission of Proposal Extended- Request for Proposal (RFP) for Renewable Energy (RE) Site Assessments

Project Overview:

The Turks and Caicos Islands (TCI) government is seeking qualified and experienced contractors to conduct site assessments, energy audits, and surveys and develop a preliminary design for a solar energy project at perspective locations. The successful completion of these tasks will pave the way for the for the government to issue a subsequent RFP for the Engineering, Procurement, and Construction (EPC) of said projects. Aligned with the TCI's vision for sustainable development and environmental responsibility, this project seeks to advance the government's goals for decarbonization and reduced energy dependency, fostering a resilient and low-carbon future for the Islands.

TCI Vision and Goals: The Turks and Caicos Islands are committed to a vision that encompasses sustainable development, environmental stewardship, and a significant reduction in carbon emissions.

Key goals include:

Decarbonization: TCI aims to substantially decrease its carbon footprint by transitioning away from traditional fossil fuels. This commitment supports global efforts to combat climate change and aligns with international agreements to limit global temperature increases.

Energy Independence: The TCI government is dedicated to reducing reliance on conventional energy sources. Through the deployment of renewable energy solutions, particularly solar power, the Islands seek to achieve greater energy independence, enhance energy security, and contribute to the resilience of the energy infrastructure.

Project Objectives:

  • Gather comprehensive site information to assess its suitability for a solar energy installation.
  • Conduct thorough energy audits to determine the energy consumption patterns and potential solar energy generation.
  • Develop a preliminary design for the solar energy project based on the gathered data and audits.

Scope of Work:

Site Information Collection:

  • Conduct a detailed survey of the project site, including topographical and geological assessments.
  • Identify any physical or environmental constraints that may impact the solar installation.
  • Provide accurate measurements and maps of the site, including boundaries and existing structures.
  • Assess access points, utilities, and other relevant site infrastructure.

Energy Audits:

  • Perform a comprehensive energy audit to analyze current energy consumption patterns.
  • Identify potential areas for energy efficiency improvements.
  • Assess the feasibility of integrating solar energy into the existing energy infrastructure.
  • Provide recommendations for optimizing energy usage and reducing costs.
  • Conduct and create a load profile for each site using 1-minute interval data.

Preliminary Design:

  • Develop a preliminary solar energy system design based on the site information and energy audit findings.
  • Specify the type and capacity of solar panels, inverters, and other necessary components.
  • Outline the system layout, including placement of solar panels and associated infrastructure.
  • Provide an estimate of the expected energy output and potential cost savings.
  • Provide estimated cost of the project using a number of financing mechanisms.
  • Provide Helio Scope Designs based on preliminary drawings.

  • Water Undertaking – Salt Cay
  • Water Undertaking – South Caicos

Proposal Requirements:

Interested parties are invited to submit proposals that include the following:

  • Company profile and relevant experience in solar energy projects.
  • Proposed methodology and timeline for completing the site information collection, energy audits, and preliminary design.
  • Qualifications of key personnel who will be involved in the project.
  • Cost proposal, including a breakdown of costs for each phase of the project.
  • References from previous clients for similar projects.
