SAMADIA LIGHTBOURNE, INVESTIGATIVE OFFICER WITH THE OFFICE OF THE COMPLAINTS COMMISSION (OMBUDSMAN) IS OFF TO SINT MAARTEN ON TWO- WEEK ATTACHMENT/TRAINING

Ms. Samadia Lightbourne is an Investigative Officer for the Turks and Caicos Islands Office of the Complaints Commission. Prior to this, she has had a distinguished career in law enforcement with the Royal Turks and Caicos Islands Police Force for a period of 18 years, rising from the ranks of Police Constable to Sergeant.

A holder of a Bachelor of Science Degree in Social Work, in addition to her extensive practical experience, Ms. Lightbourne is dedicated to pursuing a path of continuous learning and professional development. Demonstrating an unwavering commitment to public service, she is currently pursuing a Certificate in Public Speaking with the University of the West Indies Open Campus. In addition to her extensive practical experience, Ms. Lightbourne has pursued a path of continuous learning and professional development. Equipped with a Certificate in Policing Practices and Principles as well as numerous Certificates in Policing and Investigations attained over the years, her experience has provided her with and in-depth awareness of the complex social dynamics that intersect with her investigative work within her capacity as Investigative Officer.

This November 12- 24th attachment training will further enhance her work at the Office of the Complaints Commission. Main areas to be covered will include:

  • Operations
  • TCI methods compared to St. Maarten (Investigative) methods
  • Review of investigative steps, timelines, registration of complaints
  • Review of files, including (old) reports
  • Sitting in at intake
  • Compiling summary of complaint (draft outline/approach/Investigative Plan for the complaint)
  • Prepare draft outline/approach
  • Review of Investigative Plan (IP)
  • Formulating questions for Notification of Complaint (NOC)

During the hands-on training, Ms. Lightbourne will work and have access to all staff (Administrator Investigators and Legal Advisor) the Ombudsman for the St. Maarten’s Office as well as the Chairman of the Caribbean Association of Ombudsman (CAROA).

The office of the Turks and Caicos Complaints Commission is a member of CAROA and thanks that organization and the Sint Maarten Office for facilitating this training for Ms. Lightbourne.
