JOB SUMMARY: 

Reporting to the Deputy Director, the Training and Education Manager (TEM) will be responsible for the coordination, design and implementation of Comprehensive Disaster Management (CDM) education and training programs in support of capacity building within the Turks and Caicos Islands (TCI). The TEM will also collaborate with other members of the DDME Team and stakeholders in promoting standards and competencies for Disaster Risk Reduction (DRR) training in the TCI.  

KEY DUTIES AND RESPONSIBILITIES: 

Coordinate training to promote the CDM strategy through capacity building initiatives for the national disaster organization, NGOs, volunteers and communities.

  • Training Needs
  • Liaise with the Training Division, and other local and regional organizations to ensure the delivery of necessary training programme based on identified needs.
  • Work closely with the Deputy Director to determine training needs for various agencies, departments, community organizations, staff and volunteers in the area of disaster management.
  • In collaboration with the Director and Deputy Director, conduct needs assessment on an annual basis to ensure the delivery of relevant training to all concerned.
  • Develop a facility for tracking and directing DDME staff and others to relevant training and scholarship opportunities within and outside the region.
  • Plan and design training programmes 
  • Develop and maintain a multi-year training and exercise plan to include BCPs, Disaster Recovery Plans, Site Emergency Response Plans, Gap Analyses/ Risk Assessments, and Crisis Management Plans.
  • Develop a suite of training and exercise templates including disaster scenarios, Exercise Plans, Situation Manuals, After-Action Reports, and other associated training materials
  • Develop a strategic plan for the external training to promote inter and intra agency coordination and partnerships.
  • Develop curriculum to address training needs and determine methodologies to be applied in implementing training activities.
  • Adopting available curriculum and training modules relevant to identified needs.
  • Prepare a calendar of training activities for each calendar year outlining resource allocation for each activity.
  • Identify suitable resource persons to conduct/facilitate training programmes
  • Prepare annual budget for training of identified personnel in the various fields of Disaster Management.
  • Develop and organize effective training manuals, multimedia visual aids, and other educational materials using a variety of media.
  • Develops and maintains scripted All Hazards public awareness and education presentations for Office use. 
  • Designs, develops and implements emergency planning seminars for small businesses.
  • Implement Training Programmes to address identified needs.
  • Assist in planning, developing, and providing training using knowledge of the effectiveness of methods such as classroom training, demonstrations, online platforms, meetings, conferences, and workshops.
  • Preparing training facilities for workshops by ensuring furniture, equipment and other resources are available to conduct workshops.
  • Obtain the services of resource persons where necessary and ensure that they are briefed on training objectives, content and methodologies.
  • Coordinate, support, and ensure availability of facilitators, panelists, and guest instructors.
  • Draft and implement plans and timelines of major activities that must take place to host the various training courses, e.g. registration, printing materials, IT support, etc
  • Document all training activities conducted by DDME.
  • Lead efforts in the establishment of cadres of qualified teams to deliver subject matter training in the DDME/TCIG
  • Manage and provide training for District Emergency Response Teams. 
  • Work closely with volunteer, community, and business groups to coordinate educational programs and planning efforts and volunteer response efforts. 
  • Evaluate training programmes to determine their effectiveness and impact on national readiness.
  • Designing suitable evaluation forms for end of training evaluation.
  • Ensuring that all participants who attend complete evaluation forms.
  • Evaluate instructor performance and the effectiveness of training programs and provide recommendations for improvement.
  • Analyse the result of evaluation exercise and utilize the findings for continuous improvement of the national state of readiness
  • Conduct follow-up evaluation on a regular basis by interviewing participants and by involving trained personnel in simulations and other evaluative exercises conducted by DDME or in conjunction with other organizations.
  • Examine the involvement of participants in disaster simulations or real life responses to determine whether any performance improvement has resulted from exposure to training.

 

  • To perform other related duties which contribute to human resource development.
  • Build solid cross-functional relationships and maintain internal and external relationship.
  • Co-coordinating training activities/seminars and consultations organized by the Organisation.
  • Conduct research on training methodologies approaches and programmes as required.
  • Serve as co-trainer and assist consultants in organizing training activities as identified by DDME.
  • Submit regular report and position papers on training and other human resource development activities.
  • Evaluate all training activities conducted by DDME and provide technical advice for improvement of those activities.
  • Work effectively as a team member of DDME.
  • Assists with conducting of disaster preparedness drills and exercise. 
  • Generic Duties
  • Adhere to all Public Service codes, rules and regulations
  • Perform any other related tasks that may be assigned.
  • Serves as NEOC staff member for the National Emergency Operations Center, when activated during emergencies. 
  • Participates in financial and grant management planning, proposal development, project planning, and project management for emergency public information and warning projects

  • Adhere to all Public Service codes, rules and regulations
  • Other related tasks, as assigned by the Director of Contracts and Corporate Performance Management.

MINIMUM QUALIFICATIONS & EXPERIENCE:

Qualifications 

    • Master’s Degree in Education, Training, disaster management or related field (would be an advantage)
    • At least three (3) years’ experience in developing and implementing training programmes. or
    • A Bachelor’s Degree in Education, Training, disaster management or related field and five (5+) years related experience
    • Qualifications in Earth Sciences, Disaster Management or related discipline would be a distinct advantage.
    • Demonstrated experience in delivering training programmes to adult audiences.
    • Demonstrated experience in the development of training materials would be an asset.
      • Certifications in various disaster management field would be an asset; such as: Incident Command Systems;
      • Emergency Operations Management; 
      • Community Emergency Response Team; 
      • Shelter Management;
      • Search and Rescue;
      • Safe School Programme;
      • Business Continuity; 
    • Damage Assessment, Damage and Loss Assessment, Post Damage Assessment and Needs Analysis.
    • Certificate in Training of Trainers 

Experience: 

The position requires a minimum of five (5) years’ experience in training/public relations, communication, energy, disaster management or environmental.  Training experience in risk management or related field. Any equivalent combination of experience and training.

SALARY: Grade 7.1 - $44,138.80 per annum plus allowances 

For persons recruited outside of the Turks & Caicos Islands a two-year extendable contract is offered. Other benefits in addition to basic salary include a Housing Allowance, End-of contract gratuity of 6%, return passages for a family of up to two children under the age of 18 years, freight cost and duty exemption on personal effects imported within six months of the appointment.
