Finance Manager

JOB SUMMARY: 

This is a senior professional position, which has been established in each Ministry within the government.  Each Financial Manager has a responsibility for compliance with the TCI Public Service budgetary and financial policy such as revenue generation, cost containment and delivery of other budget targets.  They will provide advice to the Permanent Secretary and Heads of Department on financial matters and ensure that the Ministry's and Department's financial and budgeting procedures and practices are appropriate. 

KEY DUTIES AND RESPONSIBILITIES:

  • Respond to queries from the Public Accounts Committee
  • Assist with the expenditure and revenue phasing of budget
  • Monitor the level of outstanding invoices for the Ministry
  • Assist with the preparation of budget forecast for the Ministry
  • Advise the Permanent Secretary and the Hon. Minister on application of policy
  • Ensure accurate recording of receipts, payments and income
  • Provide monthly management reports
  • Monitor and ensure support staff use correct procedures
  • Develop mechanism to manage and monitor income and expenditure
  • Analyze departments' budgets for feasibility
  • Advise departments on budget adjustment and amendments 
  • Adhere to the Public Service codes, rules and regulations
  • Other related tasks as assigned.

MINIMUM QUALIFICATIONS & EXPERIENCE:

Qualifications:

The position requires a Bachelors degree in Finance/Accounting/related field or equivalent. 

Experience: 

The position requires at least five (5) years on the job experience with at least three (3) years at a professional level to acquire the competencies necessary to respond to the challenges of the functions. The Experience should include span:

  • Policy implementation
  • Financial reporting and analysis
  • Team Leadership
  • Report writing 
  • Relevant accounting and general computer applications

SALARY: Grade 8.1- $54,789.20 per annum
