JOB SUMMARY:
This is a senior professional position with system wide responsibility for administration, management and coordination of promotion, education and advocacy aspects of the national HIV/AIDS/STI and NCD Programmes.
This includes public awareness and promotion strategies; programme development, coordination and evaluation and documentation. The Director of Health Promotion and Advocacy is expected to generate results that are deemed to be satisfactory when: community awareness of the HIV/AIDS epidemic, Non Communicable Diseases, Health Wellness is increased and the numbers of persons in the community are living healthier lives.
The job holder will develop, coordinate and implement health education, promotion and communication programmes and activities in consultation and collaboration with MoHHS Units and Departments; other government and non-government stakeholders; and regional and international bodies. He/she will also make recommendations for relevant plans and public policy.
KEY DUTIES AND RESPONSIBILITIES:
Promotion and Development for Health Promotion and Health Education
- Coordinate and implement health education programmes and activities within MHAHS, other Ministries and Departments, outside agencies and organizations for the control and prevention of communicable diseases and chronic non-communicable diseases based on Surveillance information.
- Partner with health sector and other stakeholders to plan and implement community health campaigns and events
- Assess individual and community needs for health promotion and education based on surveillance information
- Communicate orally and in writing health promotion and education needs, concerns and resources.
- Prepare and develop written health promotion materials for distribution to the community and update such information as needed
- Participate in professional group meetings which advance public health, health promotion and education locally, regionally and internationally
- Apply appropriate health promotion models and principles in health promotion and education plans, services, programs and activities
- Act as a resource person in health education
- Work with the media to enhance community awareness
- Counsel clients and their families when required
Governance and Policy Development which supports Healthy Living
- Direct the development and implementation of the goals, policies and procedures for the unit
- Assist in the development of plans and policy recommendations to address public health concerns and social determinants of health
- Promote the policies and strategies of the program through advocacy resource management and mobilization; capacity building and technical support
- Assist in budgeting and fiscal management to facilitate and support healthy living and participate in grant writing in partnership with the National Epidemiology and Research Unit and other Departments as necessary.
- Act as the link between TCI and regional and international donor agencies in advocating/ Promoting the NCD, HIV/AIDS and other communicable disease programmes and their objectives among the Ministries, other key stake holder, regional and international partners for an expanded response to improve the health and wellness resident throughout the TCI.
- Monitor and evaluate the performance and results of NCD, HIV/AIDS/ and other STI programmes and activities implemented by the MHAHS and those undertaken by other stakeholders, NGOs and Civic Groups.
- Work with Director of Health Services, Chief Nursing Officer in coordinate the NCD, HIV/AIDS and other STI expanded response
- Representing the department, National AIDS Committee and the Government at meetings, conferences and seminars pertaining to HIV/AIDS/STI issues
- Perform secretarial duties to the National AIDS Committee and is responsible for the dissemination of minutes and other logistical arrangements
- Manage and supervise the staff of the unit to ensure proper training, maintenance of client confidentiality; and take disciplinary action where appropriate
- Conduct staff meetings on a regular basis to ensure policies and procedures are properly implemented and adhered to
- Advise on budgetary allocations being made to the HIV/AIDS unit for program activities
Qualifications:
- Essential: At least a bachelor’s degree in a relevant field of study or equivalent.
- Desirable: A relevant postgraduate qualification e e.g. Masters in Sexually Transmitted Infections and HIV
Experience:
The position requires at least 2-3 years on the job experience in order to acquire the necessary competencies to effectively respond to the challenges of the job.

SALARY: Grade 9.1 - $63,792.64 per annum plus allowances
