JOB SUMMARY:

This is a senior position and the successful applicant will be required to assist with the smooth management, operation and functions of the Elections Department to ensure registration of voters, and the efficient and effective administration of elections in accordance with the elections ordinance.  The candidate in this position is required to report to the Supervisor of Elections.

KEY FUNCTIONS AND DUTIES

  • Assist the Supervisor of Elections in establishment of policies and directives for operational planning in accordance with established laws, rules and regulations governing the office of the Supervisor of Elections in a manner ensuring fairness, impartiality and compliance with the Elections Ordinance.
  • Assist with planning and implementation of future programs and procedures in accordance with laws and recommendations from Cabinet and/or House of Assembly.
  • Assist with the management of Voter Registration, electoral management system and use of the same to examine data trends, develop queries to generate various reports, review entries to ensure purging and removal of registrants and ensure changes are completed in accordance with established guidelines.
  • Assist with identifying data sources, definitions and program guidelines to pinpoint potential weakness or areas of development to maintain the integrity of elections data.
  • The incumbent must have the ability to interpret and apply election laws and regulations, the ability to organize resources to facilitate training for Returning Officers, Presiding Officers, Poll Clerks, Political Parties Candidates and Agents.
  • The incumbent must be able to maintain an effective working relationship with officials and representatives of the news service and ability to deal courteously with the general public
  • The incumbent must have the ability to prepare files relating to Claims and Objections file for submission to the Supervisor of Elections for hearing in a timely manner.
  • Assist the Supervisor of Elections to develop and implement communication strategies geared towards heightening awareness on electoral procedures, and eligibility requirements for eligible voters.
  • Conduct voter registration drives and other outreach activities, and assist with the preparation and distribution of election related pamphlets, broachers, instructional guides, advertising and promotional materials.
  • Provide administrative support to the Supervisor of Elections in drafting correspondences and assist in the preparation of post-election reports, annual reports, and other required research to review and improve the administration of elections.
  • Act on behalf of the Supervisor of Elections in his absence.
  • Preform any other related duties as required by the Supervisor of Elections in order to contribute to the effectiveness and efficiency of the Elections Department.

MAIN ACTIVITIES

  1. Assist with receiving Voter Registration Applications, Applications for transfer of Electoral Districts and Claims and Objections for submission to the Database Administrator and Supervisor of Elections.
  2. Assist with preparation and presentation of the elections budget.
  3. Assist with preparation and publication of the Electors List and Electors Register and ensure that they are published in a timely manner in all electoral districts in accordance with the Elections Ordinance.
  4. To assist the Supervisor of Elections to develop and maintain office procedures in respect of voter registration, election administration, election inventories, election supplies and logistics.
  5. Assist the Supervisor with preparation, printing and distribution of ballots and other election materials for distribution to Returning Officers in all electoral districts in a timely manner.
  6. Assist with the selection and preparation of polling stations in all electoral districts and ensure they are layout in accordance with the provisions of the elections ordinance.
  7. Assist with the publication of election announcements and statements of elections procedures.
  8. To liaise with the Supervisor of Elections for transmission of Writs for holding elections to Returning Officers and to ensure notices are published in all electoral districts in accordance with the Elections Ordinance.
  9. To liaise with the Supervisor of Elections to ensure election deposits are paid by all Candidates into the Government Treasury in accordance with the provisions of the Elections Ordinance.
  10. Assist with the supervision and conduct of elections in accordance with the elections ordinance and procedures.
  11. To liaise with the Police to transport and distribute ballot boxes and election materials to Returning Officers and to arrange efficient storage and security before and after polling day and ensure all ballot boxes and election materials are returned to the Elections Office Grand Turk.
  12. To liaise with Returning Officers to ensure all Polling Stations on polling day are open at 7am and closed at 7pm.
  13. To liaise with Returning Officers to ensure that count of ballots are conducted in an efficient manner and results forwarded to the Supervisor of Elections for publication in a timely manner.
  14. To assist the Supervisor of Elections with the overall conduct of elections and other work as required to enforce all election laws and procedures in accordance with the Elections Ordinance for an efficient and effective electoral process.
  15. Assist the Supervisor of Elections in maintaining statistics on election results.
  16. To assist the Supervisor of Elections to develop and maintain office procedures in respect of voter registration, election administration, sort all computer-generated election material, election inventories, purchase of election supplies and logestics.

QUALIFICATIONS AND EXPERIENCE

·   Associates Degree in Management or similar field of study

·   Having a Post Graduate Degree in Law would be considered an advantage

EXPERIENCE

·    Five (5) years of Government management experience with extensive public contact and                   budgetary/expense responsibility. Five years of supervisory experience.

·    Ability to utilize a computer and related software packages to perform word processing                   analysis, information retrieval and tracking

·   Excellent knowledge of Government structure, policies, procedures and regulations.

·   Excellent knowledge of the laws and procedures governing the electoral process.

·   Excellent interpersonal skills.

·   Excellent oral and written communication skills

·   Excellent leadership and managerial skills

·  Demonstrated ability to make effective public presentations.

SALARY: Grade 7 - $44,138.80 per annum
