The Code of Conduct for Public Servants

Public Servants provide services to the public, assist with the formulation of government policies, and implement the decisions of government. They exercise authority and manage resources of the Turks and Caicos Islands Government. Their actions directly affect the public and the confidence that the public has in the Government. Therefore the public demand high standards of behaviour and ethical conduct from public servants.

Ethical behaviour is very important. Public servants face many different situations. They are bound by codes and other legislative requirements. The Code of Conduct for Public Officers is published as Chapter 3 of the Code of Conduct for Persons in Public Life in TCI from the Integrity Commission. This has been adopted by the Public Service Commission as the standards of conduct and ethics for the Public Service which is required by the TCI Constitution section 92 and the Public Service Ordinance.

The Code of Conduct for Public Officers applies to all people who work in the TCI Public Service, including continuing and contract appointments, monthly paid, fortnightly paid and temporary employees.

The Code of Conduct provides guidance on ethical conduct and regulates the behaviour of public servants and other public officials. The Code of Conduct includes:

  • Ethical Standards
  • Seven Principles of Public Life
  • Values of the Public Service
  • Relationships with Ministers and within the Public Service
  • Conflicts of Interest
  • Gifts and Hospitality
  • Acts of Corruption
  • Use of Public Resources
  • Dealing with the Public
  • Continuing Obligations after Leaving Office
