ADDENDUM NO. 1: TR 20/42, OPERATIONS AND MAINTENANCE OF TCIG SOLID WASTE DISPOSAL SITES; Closing: Wednesday, 10 February 2021 10:00 A.M.

Query No. 1:
I recently opened a company in the Turks and Caicos. I have received many letters from companies that are subsidiaries of the main company would this be acceptable since this would be a new operation in Turks? The company has operations in various different places through local companies, the certifications of this companies in which has active participation will be accepted?

Response: Any company can submit a proposal as this is an open tender. The Tenderer must stick within the parameters of the Invitation to Tender (ITT).

Query No. 2:
Can my company self-finance the project? In this case, no banks or financial institutions' letters or line of credit will be needed. In regards to the financial letter of credit, if my company is willing to self-finance the project and we have the funds available, I do not see as being a problem for us to provide our financial statement from our company showing that we can support this particular project from a financial standpoint. For example, instead of getting a bank loan that would require to pay interest, the funds would be spent from the company’s reserve, therefore I am seeking advisement on what I would need to do in order for me to move my proposal forward.

Response: If the Tenderer/Company can “self-finance” the project, it must be demonstrated in the proposal by showing the relevant financial records of the company over a number of years to satisfy this requirement. 

For Tenderers submitting their bank letter(s), the following should be included:
   - Bank Letterhead inclusive of the Bank Address Addressee
   - RE: “Name of the Company” the letter is referencing
   - State the month and year that the company has been a customer with the banking/financial institution and if the company is in good financial standing.
   - State the Average credit balance (dollar figure range) of deposit account(s) and if the account(s) are handled in an satisfactory or unsatisfactory manner.
   - State if there are any credit facilities and if yes, state if they are handled in an satisfactory or unsatisfactory manner.
   - Signature of the bank representative who prepared the letter along with their position at the banking//financial institution

The format of the bank letter may vary depending on the institution however, it should include the content listed above.

Query No. 3:
What is the budget for the Waste Disposal Site?

Response: The TCIG is unable to disclose this specific budget however further information can be found on the TCIG Website in the Approved Budget FY 2020-2021 document and the Annual Procurement Plan FY 2020-2021. The links are provided below:

Query No. 4:
We have an agreement with the equipment suppliers so the specifications and the models are already set, but the number series may change, is that a problem?

Response: No, there will not be any problem as different equipment have different model numbers, however the equipment list would need to be updated if they are going to be different from the list initially provided in the submission.

Query No. 5:
What is the current process of disposing of waste?

Response: Currently it is controlled dumping at the landfills.

Query No. 6:
What is the expiring date on the landfills?

Response: The landfills have a lifespan of twenty (20) years.

Query No. 7:
Is the contractor responsible for setting up a Weighbridge for the Grand Turk Disposal Site?

Response: Follow the ITT and the requirements within, refer to the Scope of Services.

Query No. 8:
Valuation processes will give extra points for the qualification criteria?

Response: Follow the ITT and the requirements within.

Query No. 9:
Do you have detailed site maps and aerial photographs of the existing sites that you can provide, due to travel restrictions?

Response: No.

Query No. 10:
What was the outcome/determination of the previous tender?

Response: The outcome was for the Invitation to Tender to be reissued and the sites separated into LOTs.

Query No. 11:
Are we privy to the scoring from the previous tender?

Response: If you had submitted for the previous tenders and you were unsuccessful, then you may request in writing a debriefing (This email address is being protected from spambots. You need JavaScript enabled to view it.) and only the company/person who submitted the tender will be privy to their scoring.

Query No. 12:
Will you entertain a technology which will process 97% of all incoming daily MSW within the first 12 hours of the day into a RDF pellet? Thus eliminating the any MSW to the current landfills. Then Also the remaining 12 hours a day the technology can mine the existing stored MSW, thus reducing the stored landfill MSW waste. The overall result will provide a Zero Landfill Process.

Response: Follow the ITT and the requirements within, Tenderers must satisfy ITT requirements. Recommendations for alternative solutions may be suggested and annexed to the submission in response to the optional requirement in Item No. 4 of the Appendix 1: Tender Evaluation Criteria – Prequalification.
