JOB SUMMARY:
The Deputy Director of the Department of Environment and Coastal Resources plays a pivotal role in advancing the mission and objectives of the department, with a specific focus on overseeing and managing the Research and Environmental Monitoring Division. This position requires a seasoned professional with extensive experience in environmental science, research, and monitoring practices
This post supports the Director of DECR. It is a senior management position with responsibility to enforce environmental and protected area laws in the TCI. The Deputy Director assists the Director to carry out strategic planning, policy design and make recommendations to government regarding appropriate legislation.
KEY DUTIES AND RESPONSIBILITIES:
- Leadership and Strategic Vision:
- Provide visionary leadership to the Research and Environmental Monitoring Division, aligning its activities with the overall goals and strategic direction of the department.
- Collaborate with the Director and other departmental leaders to shape and implement a comprehensive strategy for environmental research and monitoring.
- Divisional Oversight:
- Directly supervise and manage the activities of the Research and Environmental Monitoring Division, ensuring adherence to established policies, procedures, and regulatory requirements.
- Foster a collaborative and innovative work environment, promoting excellence in research methodologies, data collection, and analysis.
- Research and Monitoring Programs:
- Develop and implement research programs focused on environmental conservation, coastal protection, and sustainable resource management.
- Oversee the planning, execution, and evaluation of comprehensive environmental monitoring initiatives to assess the health and trends of ecosystems within the department's jurisdiction.
- Data Management and Analysis:
- Establish robust systems for data collection, storage, and analysis, ensuring the accuracy and reliability of environmental data.
- Utilize advanced data analysis techniques to derive meaningful insights and guide evidence-based decision-making.
- Stakeholder Engagement:
- Collaborate with internal and external stakeholders, including governmental agencies, research institutions, and community groups, to promote transparency, share information, and foster collaborative initiatives.
- Represent the department in relevant forums, conferences, and public engagements to enhance its visibility and credibility.
- Regulatory Compliance:
- Stay abreast of local, national, and international environmental regulations, ensuring the division's activities comply with legal requirements and industry standards.
- Advise the Director on emerging regulatory issues and contribute to the development of policy recommendations.
- Environmental Impact Assessment and Development Monitoring Support:
- The Deputy Director will play a pivotal role in supporting the Director and the Department in the comprehensive review of Environmental Impact Assessments (EIAs) and actively contributing to the ongoing monitoring of developments with potential environmental implications.
- With a keen focus on sustainability and environmental responsibility, the Deputy Director will collaborate closely with the Director, regulatory bodies, and other departmental divisions to ensure that proposed projects align with environmental regulations, undergo rigorous evaluation, and adhere to approved mitigation measures. This includes active participation in public consultation processes, fostering transparency, and conducting regular site inspections to assess compliance with environmental standards. By providing technical expertise and strategic input, the Deputy Director will contribute significantly to the department's commitment to balancing developmental needs with environmental preservation, thus promoting a harmonious and sustainable future for the region.
- Budgetary Management:
- Collaborate with the Director in the preparation and management of the division's budget, ensuring efficient allocation of resources to support research and monitoring priorities.
QUALIFICATIONS AND EXPERIENCE:
- Advanced degree in environmental science, ecology, Natural Resource Development or a related field.
- A Master's degree is desirable
- Proven experience of a minimum of five (5) years in a leadership role overseeing research and environmental monitoring activities, of which at least three (3) years are at a senior level.
- Strong knowledge of environmental policies, regulations, and best practices.
- Excellent organizational and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
- Demonstrated experience in budget management and strategic planning.
- Certified Open water diver is desirable

REMUNERATION PACKAGE:
SALARY – Grade 8.1- $64,985.00 per annum plus allowances
