JOB SUMMARY:
The job holder will provide medical oversight of all aspects of pre-hospital patient care to ensure standards of EMS medical practice are maintained. This includes credentialing of certified and licensed, Emergency Medical Responders, Emergency Medical Technicians- Basic and Advanced, Paramedics and Volunteers in collaboration with the Director of Emergency Medical Services.
KEY DUTIES AND RESPONSIBILITIES:
Establish, implement and review Clinical Guidelines and Standing Orders that prescribe the treatment plans for various medical and trauma-related conditions.
Develop, implement, and revise policies and procedures of pre-hospital care, patient triage, transport, transfer, dispatch, extrication, rescue, communications, education and development, in collaboration with Director of Emergency Medical Services.
Conduct clinical audits and quality assurance of programs. This includes but is not limited to: develop, implement, and monitor management of patients, investigate incidents or complaints and deviations from established protocols.
Develop guidelines for review of any incident, which potentially has an adverse or negative impact on a patient or the Department.
Responsible to make recommendations for corrective actions inclusive of disciplinary actions for EMS Officers deemed negligent in their duty through observation or review of reports. Recommendations to be submitted to both the Director of Emergency Medical Services and Chief Medical Officer.
Required to be on call for emergency response: to render advance care, stabilize and support continuation of care or pronounce patients deceased if required.
Be available by call for tele-consultation in the event of extenuating circumstances that require expert consultation for initiation of advanced treatment in the prehospital setting.
Participate in the continuing education and training of emergency medical providers; solicit input regarding emergency medical service standards from medical staff, government agencies, and other key stakeholders.
Participate in management of mass casualty incident and other health emergencies as directed by the Chief Medical Officer and in collaboration with the Director of Health Disaster Education and Training.
Perform initial post mortem examination for deaths in the community classified as
Coroner’s cases as mandated by the Coroners ordinance.
Conduct preventative and curative clinics within the assigned island district clinic as appropriate
Prepare emergency and non-emergency patients for referral to the hospital based specialists or secondary care services
Provide relief and support to other Medical Officers as directed by Director of Health Services
Provide clinical support to government social institutions (Prison, Children’s home, geriatric programme and special needs programme) where necessary
Initiate, lead and actively participate in the investigation of communicable diseases outbreaks
Maintains patient confidence and protects the Department and patient by not disclosing sensitive patient information without the direct approval of the Chief Medical Officer for purpose of a formal investigation.
Adhere to all public service codes, rules and regulations.
Maintain register of staff certifications, licenses and other documents required to practice by the Health Professions Authority.
MINIMUM QUALIFICATIONS & EXPERIENCE:
Minimum Qualifications:
Medical degree, MBBS, MD or equivalent
BLS (Basic Life Support), ACLS (Advance Cardiac Life Support) and (Paediatric Advance Life Support)
Post Graduate Training/Experience in Emergency/Trauma Medicine
Familiarity with the design and operation of EMS systems.
Desirable Qualifications
Post graduate training in Emergency Medicine.
Current BLS/ACLS/PALS instructor.
Education or experience in Health Education/Administration/EMS quality improvement/EMS Education
Involvement with national emergency medicine or EMS organizations.
Education or experience in mass casualty or disaster medicine.
Education or experience in medical direction of EMS systems.
Knowledge of EMS dispatch and communications.
Experience:
Successful completion of a two (2) year internship and at least three (3) clinical years in emergency/trauma medicine.
SALARY: Grade 8.1 - $54,789.20 per annum plus allowances
