JOB PURPOSE
To manage the data processing functions of the office as well as serving as lead administrator of the Computer Assisted Personal Interviewing technology to ensure that quality data is produced and it is released in a timely manner. To ensure that all databases and IT infrastructure of the office are maintained and are secure, to ensure the smooth operation of the work programme and that the strict confidentiality provision of the Statistics Ordinance is adhered to at all times.
DUTIES AND RESPONSIBILITIES
- Manage certain aspect of the data production process such as the design of survey data collection instrument/tool (questionnaire), data processing and cleaning using CAPI (Computer Assisted personally Interviewing) approach.
- Training of Field Staff in the use of the survey instrument with Tablets and Laptops (Computer Assisted Personal Interviewing)
- Management of the CAPI Headquarters in the Office
- The development validation rules for surveys
- Assist with Analysis of data (in SPSS, REDATAM, Stata and other statistical software)
- Assist in management, update and maintenance of the statistical website.
- Assist in the planning and preparation for population censuses
- Training of Staff in the various Statistical Programme
- Maintenance of the office network infrastructure such as server maintenance, printing, work station maintenance, user issues etc
- The development and maintenance of systems and databases to capture and store survey data
- Uploading and backing up of all statistical databases
- Ensuring the security of all statistical databases.
- The anonymization of statistical databases to protect the identity of respondents.
- Trouble shooting domain and network related problems.
- Provide technical advice to the Director and Deputy Directors of Statistics.
- Assigning users to passwords and username on the domain.
- The procurement of computer equipment and other ICT resources needed for the Statistics Authority, ensuring they are adequate to complete the work programme of the Statistics Authority (meeting minimum standards)
- Assist other staff members with the use of various software and applications
QUALIFICATIONS
- 5 CXC/ GCE O’ level subjects including Mathematics and English.
- An associate degree in Computer Studies, Social sciences or the completion of first year undergraduate level in the field of Computer Studies, Social sciences, Mathematics or Statistics.
- Bachelor’s degree in Computer Science or a related field.
EXPERIENCE
- This position requires at least 2 years of experience working in a Statistical Office or in an IT or data processing capacity
COMPENSATION:
SALARY: Grade - $60,000 per annum plus allowance
