JOB SUMMARY:

The Fuel Officer position is a critical statutory role established under the Petroleum Ordinance, dedicated to the regulation of petroleum and dangerous substances within the Turks and Caicos Islands. This role demands exceptional leadership in a safety-sensitive environment and requires a blend of engineering, technical, and industry knowledge, coupled with critical thinking skills.

The Fuel Officer is responsible for managing risks associated with petroleum fuels storage, handling, and other hazardous materials as specified in Law, ensuring the adoption of sound codes, standards, and industry practices. The role is pivotal in ensuring safety and environmental management systems are effectively developed and implemented, as well as leading emergency planning and coordination with industry stakeholders.

KEY DUTIES AND RESPONSIBILITIES:

  • Policy and Regulation Development: Review the regulatory and legislative framework for the petroleum sector, recommending enabling regulations in line with the Petroleum Ordinance, Energy Policy, Renewable Energy Bill, and other relevant laws. Create and suggest comprehensive legislation for the oil and gas sector, focusing on sustainable practices, economic viability, and environmental protection.
  • Permit and License Management: Issue importation permits and licenses for petroleum and green fuels, ensuring coordination with regulatory bodies and assisting in fee collection.
  • Inventory Management: Maintain accurate fuel inventory records, implement control measures, and conduct audits to ensure proper usage and storage based upon industry best practices.
  • Monitoring and Compliance: Enforce TCI regulations related to fuel importation, storage, transport, and usage; conduct regular inspections and risk assessments; and ensure compliance with environmental and safety standards.
  • Emergency Response: Develop fuel-related emergency plans, participate in emergency response teams, and oversee the preparation and effectiveness of emergency exercises.
  • Reporting: Generate regular reports on fuel importation, consumption, and inventory levels, providing analyses and recommendations for fuel efficiency.
  • Stakeholder Engagement: Manage public complaints, conduct investigations, and ensure effective education and sensitization of the public and stakeholders regarding safety in the petroleum sector.

MINIMUM QUALIFICATIONS & EXPERIENCE:

  • Bachelor’s or Master’s degree in Energy Management, Environmental Science, Engineering, or related field.
  • Minimum of three (3) years of experience in the energy sector, preferably in oil and gas.
  • Strong understanding of global energy markets, trends, and technologies.
  • Proficiency in policy development, strategic planning, and project management.
  • Excellent communication, negotiation, and stakeholder management skills.
  • Ability to analyze complex data and present clear, actionable strategies.
  • Commitment to sustainable and environmentally responsible energy practices.

SALARY: Grade 8.1 - $64,985.00 per annum

For persons recruited outside of the Turks & Caicos Islands a two-year extendable contract is offered. Other benefits in addition to basic salary include a Housing Allowance, End-of contract gratuity of 6%, return passages for a family of up to two children under the age of 18 years, freight cost and duty exemption on personal effects imported within six months of the appointment.
