JOB SUMMARY:

Under the direction of the Permanent Secretary, the Compliance Manager confidentially manages the technical, analytical, monitoring, productivity, and reporting functions regarding the Human Resource and Training programs, systems, and records. This position is heavily involved in data management, process audits and analysis and is responsible for making data-driven recommendations to senior management to inform process and policy improvements. The post holder will also bear responsibility for the management of the Turks and Caicos Islands Government (TCIG) Performance Management System.

KEY DUTIES AND RESPONSIBILITIES:

  1. Performance Management: In collaboration with the Human Resource Management Directorate (HRMD) and the Training Department, closely monitor the Performance Management System (PMS) for the public service to promote compliance, communicate key functions and timelines to stakeholders where there are gaps. Track and record qualitative data to advise on training needs and process improvements for ministries and departments.
  2. Data Analysis & Reporting Management: Lead in the preparation and analysis of information for various ministries and departments for the purpose of recommendations to senior management based on data analysis to drive process and policy improvements.
  3. Discipline Management Monitoring/Reporting: Manage the feedback process from the outcome of the Performance Appraisal process on potential disciplinary/ performance improvement matters. Collaborate with the HRMD on the implementation and maintenance of systematic improvement processes to support performance improvement across Ministries and provide periodic data reports as requested. Manage the process for performance improvement to ensure persons receive adequate training and skills update to ensure success.
  4. Record Keeping/Documentation Management: Oversees the database for PMS with the specific responsibility of producing reports of performance to cabinet and the executive management team. Leads on the overall administration of policies and processes related to the PMS.
  5. PMS Training: Lead regular training sessions for all new and, if needed, current managers of people with responsibility of conducting performance appraisals. Constantly liaise with the Director of Training on skills gap concerns and needed areas of training.
  6. Employee Data Management: Audit new and existing employee personnel files to ensure data is properly recorded on relevant systems for accuracy of payroll and government pension records. This includes ensuring proper onboarding procedures of new hires are followed.
  7. Perform impromptu spot checks and compliance audits on PMS processes being carried out by all ministries and departments.
  8. Manage the PMS schedule to ensure quarterly and yearly performance appraisals are completed within assigned deadlines. Escalate names of ministries, departments, and HOD’s to permanent secretaries who are not complaint.
  9. Adheres to all Public Service codes, rules, and regulations.
  10. Performs other related tasks as assigned by the Human Resource Director, Permanent Secretary, and the Head of the Public Service.

MINIMUM QUALIFICATIONS & EXPERIENCE:

Qualifications:

  • A Bachelor’s Degree in Human Resource Management or Business Administration or any other related field. A SHRM or CIPD certification is highly desirable.

Experience:

  • At least five (5) years’ experience in the field of Human Resource Management or Compliance and at least two (2) years in a supervisory role would be advantageous.

SALARY: Grade 8.1- $54,789.20 per annum
