REGULATORY PARTNERSHIPS

Turks and Caicos Port Authority (TCIPA): https://www.ports.tc/

The Port Authority for the Turks and Caicos Island (TCI) is tasked with a wide range of responsibilities within the archipelago. The agency is basically responsible for regulating all ports activities within the TCI and other maritime activities within the maritime boundaries of the TCI. The duties of the Port Authority are as follows:

  • The management of ports and the limits of the ports;
  • The establishment and management of lighthouses and day markers;
  • The provisions of berths within the port areas;
  • The provisions, control and maintenance of cranes, launches lift etc.;
  • The establishment, maintenance, and control of transit sheds and all offices except for those under the control of Customs;
  • The supervision of wrecks within the territorial waters;
  • The loading and unloading of vessels within ports;
  • Management of waste from vessels/Port reception facility
  • To prevent and control pollution at any port; and
  • To advise the government on all matters to pertaining to port management and operations.

Department of Environment and Coastal Resources (DECR):  https://gov.tc/decr/

The Department of Environment and Coastal Resources is the primary agency with responsibility for enforcing national and international environment and pollution laws in the Turks and Caicos. The DECR is the principal agency with responsibility for planning and responding to oil spills within the TCI. The Department is mandated to protect and preserve all natural resources within the Turks and Caicos Islands.

Royal Turks and Caicos Island Police Force (RTCIPF): https://www.tcipolice.tc

1. Marine Branch

The RTCIF Marine Branch has been delegated as the lead agency with the responsibilities of providing SAR services and enforcement of maritime laws in the TCI. The RTCIPF Marine Branch o plays a vital role in protecting and preserving the sovereignty of the TCI as coast guard and monitor near shore and offshore activities within the TCI.   

2. Coastal Radar Station

This Department plays a critical role in monitoring and the surveillance of the maritime zones. The coastal radar station was opened on 26 September, 2012. The radar coastal facility is located on the southern shores of Providenciales covering the busiest waterways. Focus is placed on detecting any activity that may threaten the sovereignty of the nation and any activity which is deemed not to be innocent passage in the TCI. This Department plays a critical role in monitoring and the surveillance of the maritime zones.

Meteorology Department

Turks and Caicos Airports Authority (TCIAA), is mandated for ‘the constructing, controlling and managing of airports. The TCI Airport Authority provides national weather updates within the TCI including marine weather forecast. Weather information is critical to the safety of life at sea and pollution prevention. It is essential that these services are provided on a scheduled basis.  The Turks and Caicos Islands does not have its own National Weather Service; however, the TCIAA is a member of the Caribbean Meteorology Organization and the Caribbean Institute for Meteorology and Hydrology. These agencies provide advice to member States on weather conditions throughout the region.

The Department is charged with ensuring that the country is in a state of readiness to deal with all potential emergencies. Emergency preparations now include all potentially identified risks inclusive of oil spills and other marine hazards.

Survey and Mapping Department: https://gov.tc/landsurvey/

The Survey and Mapping Department (SMD) is responsible for the standardization and production of all Surveying and Mapping activities and the maintenance of the national cadaster and the country’s geodetic network. The Survey and Mapping Department has vested responsibility in the provision of hydrographic services within the TCI.

As the principal legal body for The Turks and Caicos Government, the Office of the Attorney General is responsible for lending legal advice in terms of the obligations of States as it regards international treaties. The AG’s office is also the principal drafting body of The Turks and Caicos Islands and coordinates the drafting of all instruments pending consultation with the relevant agencies or body.

The Telecommunications Commission is responsible for managing the radio waves and the use of the radio spectrum by the cellular operators, radio and television stations, private radio systems used by businesses and industry making sure that the users do not interfere with radio frequencies assigned to others.
