Established by the Health Professions (Amendment) Ordinance 2020, the Health Professions Authority has the following functions:

1. to register and licence health professionals;
   
   
2. to regulate the professional conduct and discipline of registered practitioners;
   
   
3. to establish and promote high standards of education and training requirements of registered practitioners; and
   
   
4. to establish and maintain a system to enable the assessment of the ability and competency of a practitioner for the proper provision of medical services.

The Health Professions Authority will also carry out administrative operations in support of the three health professions Councils:

1. The Medicine and Dentistry Professions Council
   
   
2. The Nursing and Midwifery Professions Council
   
   
3. The Allied Health Professions and Pharmacy Professions Council”
